CELINA-The Clay County commission had a busy November meeting, acting on a dozen resolutions and rescinding a resolution passed in September prohibiting the carrying of handguns in public county parks. 

 

In September, commissioners passed a resolution prohibiting handguns in public county parks, campgrounds and other similar places, in connection with a Tennessee state law that had essentially lifted that prohibition on September 1.

 

Several people had voiced opposition to the ban at the October 26 planning meeting, and the matter was brought up again at the November regular meeting. Commissioners then voted 8-1 (with Scott voting no and W. Young absent) to rescind the earlier resolution.

 

Commissioners also passed a loan resolution in the amount of $615,000 “authorizing and providing for the incurrence of indebtedness” to enlarge or extend the Clay County Senior Citizen Center. Coons voted no. (More details on this in a future HORIZON)

 

In other non-buget related resolutions, the commission:

 

• voted to reduce the speed limit on Dennis Jenkins Road in District 1 to 20 mph after a request from citizens,

 

• approved a title transfer of a 1999 Chevrolet pickup from the highway department to the sanitation department,

 

• approved James Atchley, Dennis Miller and Dorothy Webb to one-year terms on the park and recreation board of Clay County, 

 

• approved Misty Grace as a notary public, and

 

• accepted the trustee’s 3rd quarter report.

 

The commission also passed seven budget amendments and budget related items at the meeting, including:

 

• a $2,250 amendment from fund balance to salaries and wages to pay Kristy Copas as assistant county coroner (guidelines for the office were also established), 

 

• a $15,760 amendment transferring funds from sale of property and fund balance to expenditures for “other charges” and law enforcement equipment in the Clay County Drug Fund (sheriff’s dept.),

 

• a $5,000 amendment transferring funds from state revenues to supplies and materials as a line item for “county archives,” contingent on a grant of that amount, 

 

• a $55,008 amendment transferring income from community development to “other construction” expense,

 

• a $5,500 amendment transferring money from state revenues to supplies, materials and other charges for a diabetes grant and a drug education and prevention grant,

 

• a $62,879 amendment “to finance the cost to purchase an ambulance and construction of water lines on the Clifton Rich Road,” and

 

• a $938 amendment transferring funds from the sale of property to the sheriff’s department vehicle budget.
