Sealed bids for the installation of an HVAC unit at the Clay County Library, shall be accepted at the Clay County Mayor’s Office at 145 Cordell Hull Drive, Celina, TN 38551 or P.O. Box 387, Celina, TN 38551 until 10:00 a.m. on December 1, 2015 at which time sealed bids shall be opened and read aloud.

Notice is hereby given that on the 12th day of November, 2015, Letters of Administration in respect of the estate of Howard Eugene Hilton, who died on November 4, 2015, were issued to the undersigned by the Chancery Court of Clay County, Tennessee.
All persons, resident and non-resident, having claims matured or unmatured against the Estate are required to file same with the Clerk of the above named court on or before the earlier of the dates prescribed in (1) or (2), otherwise their claims will be forever barred.

TO WHOM IT MAY CONCERN: The application described below has been submitted for an Aquatic Resource Alteration Permit under the Tennessee Water Quality Control Act of 1977, T.C.A. §69-3-108. In addition, federal permits may be required from the U.S. Army Corps of Engineers and the Tennessee Valley Authority under $404 of the Clean Water Act and $26a of the Tennessee Valley Authority Act, respectively. Section 401 of the Clean Water Act requires that an applicant obtain a water quality certification from the state when a federal permit is required. This notice may cover applications subject to $401.
No decision has been made whether to issue or deny this permit. The purpose of this notice is to inform interested parties of this permit application and to ask for comments and information necessary to determine possible impacts to water quality. Persons wishing to comment on the proposal are invited to submit written comments to the department. Written comments must be received within thirty days of the date that this notice is posted. Comments will become part of the record and will be considered in the final decision. The applicant’s name and permit number should be referenced.
The permit application, supporting documentation including detailed plans and maps, and related comments are available for review and/or copying at the department’s natural resources section.
Interested persons may also request in writing that the department hold a public hearing on this application. The request must be filed within the comment period, indicate the interest of the person requesting it, the reasons that the hearing is warranted, and the water quality issues being raised. When there is sufficient public interest in water quality issues, the department shall hold a public hearing in accordance with 0400-40-07-04(4)(f),
In deciding whether to issue or deny a permit, the department will consider all comments of record and the requirements of applicable federal and state laws. In making this decision, a determination will be made regarding the lost value of the resource compared to the value of any proposed mitigation. The department shall consider practicable alternatives to the alteration. The department shall also consider loss of waters or habitat, diminishment in biological diversity, cumulative or secondary impacts to the water resource, and adverse impact to unique, high quality, or impaired waters.

Site 8- Site 8 contains Dry Creek. The applicant proposes to install 50 linear feet of riprap, 25 feet upstream and 25 feet downstream, along both streambanks at an existing culvert along Dry Creek Road.

Site 51 – Site 51 contains an unnamed tributary to Cordell Hull Reservoir. The applicant proposes to remove 50 linear feet cobble upstream of an existing culvert along Moss Arcot Road.
Site 35 – Site 35 contains Pine Lick Creek. The applicant proposes to remove 50 linear feet of cobble and install 10 linear feet of riprap upstream of an existing culvert along Pine Lick Road.

Site 13 – Site 13 contains Knob Creek. The applicant proposes to install 90 linear feet of riprap along an eroded streambank adjacent to Knob Creek Road.
Site 32-Site 32 contains an unnamed tributary to Line creek. The applicant proposes to install 15 linear feet of riprap upstream of an existing culvert and along an eroded streambank adjacent to Homer Bray Road.
Site 52 – Site 52 contains an unnamed tributary to the Obey River. The applicant proposes to install 15 linear feet of riprap downstream of an existing culvert and along an eroded streambank adjacent to Peterman Bend Lane.
PROJECT DESCRIPTION: The applicant is proposing to remove 350 total linear feet of gravel, cobble and debris from culverts and roadside stream channels at five locations and to install 965 total linear feet of rock riprap along culverts and roadside stream channels at 20 locations. The applicant proposes this work will provide needed streambank and roadway stabilization to prevent and remediate impairments to public infrastructure. All proposed work is part of a county-wide USDA-NRCS Emergency Watershed Protection Program. The proposed application crosses nine unassessed waterbody units in Clay County.
